ZACHARY SLAVIN

Zachary Slavin, a seasoned
security expert, field operative and manager with broad executive and
operational experience, recently retired from the New York City Police
Department (NYPD) after twenty (20) years of decorated service.
A member of the Honor
Legion, Mr. Slavin diligently served in the NYPD achieving the rank of
Lieutenant with assignments as Operations Coordinator and Special Assignment
as Precinct Satellite Commanding Officer. Under these appointments, Mr.
Slavin was responsible for overseeing the delivery of targeted police
services to the New York City Housing Authority in the NYPD Boroughs of
Brooklyn North and Queens. He also served as the Administrator for the NYPD
Housing Bureau Borough of Bronx/Queens responsible for 13 facilities
including direct responsibility for five (5) CCTV units. Mr. Slavin is a NYPD Certified
Crime Prevention and Auto-Crime Specialist.
At the
height of his operations experience, he was directly responsible for the
delivery of police services to 42,000 residents in eight (8) Precincts
geographically disbursed across all of Queens. This required his
leadership and administration for over three hundred (300) uniform and
civilian employees. Responsibilities included Executive Management of
the command including Human Resources and Administrative functions, Facility
Management of eight (8)
facilities, IT Management of several secure LAN/WAN systems, Fleet
Management of thirty-six (36) vehicles, the management of all
secure/non-secure communications, office machines/systems and supplies as
well as the crime analysis/comparative statistics (COMPSTAT) functions from
which he directed resources to pro-actively address crime conditions among
other responsibilities.
Mr. Slavin personally created a "Disorder Control Plan" which set a citywide
standard, as it was established as the template for city-wide use in the
Housing Bureau. It currently serves the NYPD in the delivery of police
services to the New York City Housing Authority including all its commercial
and residential facilities. This plan details the NYPD’s Emergency Response
to crises and includes ongoing threat assessments, the “hardening” of
facilities and proactive and reactive personnel responses.
Additionally, Mr. Slavin instituted the Arrest Process in one of his Queens
facilities. This required integration of access control, CCTV, telecom and
LAN/WAN systems. He had hands on responsibility for space planning and
design with architects, systems analysis and specification, coordination of
vendors for construction and systems installation and integration - all
necessitating staff relocations without disrupting the smooth and continuous
internal and external operations. This project resulted in satisfactory
inspection by the New York State Courts and Corrections Department and
enabled his command to process arrests.
In addition to his formal and hands on training, Mr. Slavin is an active
member of the American Society of Industrial Security (ASIS), the System
Administrator, Networking and Security (SANS) organization and other
professional associations.
Mr. Slavin’s private security, LAN consulting experience and NYPD
background, combined with his computer knowledge, allow him to deliver a
unique combination of expertise in these different fields. While the Security and
IS Departments typically work independently, Mr. Slavin’s expertise and
approach bring these areas together for a unified response to security
threats and business continuity plans. Mr. Slavin has delivered these
services to variety of businesses in the metropolitan area, preparing them
for any disaster that may strike.
